The decision of the Meghalaya Government to appoint MS Rao as the next Chief Secretary of the state and the subsequent objection raised by Additional CS, Hector Marwein has invited criticisms from the NGOs even as they demand that Marwein, being a senior officer, should be appointed as the new CS.

Recently, a government notification stated that Additional Chief Secretary, M.S. Rao, who is an IAS officer of the 1987 batch of the Assam-Meghalaya cadre, will assume charge as the Chief Secretary of Meghalaya following the superannuation of the present Chief Secretary, P.S. Thangkhiew on December 31, 2019.

Shortly after the notification was issued, the Additional Chief Secretary, Hector Marwein, who is an officer of the 1985 batch of the Assam-Meghalaya cadre, has petitioned to the Chief Secretary stating that Rao will be posted as the Chief Secretary by superseding him.

Ever since, the decision of the government has attracted the ire of students unions like the Khasi Students’ Union (KSU), HYC, FKJGP, ADE and other social organisations.

The KSU, FKJGP have condemned the decision of the government stating that it was an insult on the “ability and hardwork” of an indigenous officer.

Meanwhile, the Association for Democracy and Empowerment (ADE) has expressed shock stating “Appointment of bureaucrats time to time is a natural process in a functional government and in no way it’s our intention to meddle in the process, but superseding another officer of native origin in the procedure is objectionable.”

ADE has opposed the move of the government and urged the Chief Minister to look into the matter and take notice of the grievances put forward by many NGOs of the state.

Similarly the Hynniewtrep Youth Council (HYC) has demanded that Marwein should be appointed as the new CS of Meghalaya.

“If the government fails to heed their demand, we will continue to oppose and protest. We urge all the indigenous ministers and MLAs to take this matter seriously and not to allow anyone to take advantage of and suppress us,” said the HYC.
