The Khasi Hills Autonomous District Council (KHADC) has constituted a committee to carry out an in-depth study on the much-debated Village Administration Bill.
Informing this while replying to the question raised by Congress MDC, Ronnie V Lyngdoh on the final day of the Council Summer Session here today, Deputy Chief Executive Member, Pyniaid Sing Syiem informed that the new Executive Committee has constituted a Law and Traditional Affairs Committee to be headed by Bindo Mathew Lanong to carry out an in-depth study on the VAB.
According to him, the Governor Secretariat had received a letter from Ministry of Home Affairs in January 2016 informing that the VAB needs to be examined again since it conflicts with the different existing laws adding that the steps was taken as per the message by the Governor. “The constitution of the committee is in accordance with the message received from the Governor,” he said.
It may be mentioned that the earlier Executive Committee led by Hispreaching Son Shylla and PN Syiem had also constituted a committee consisting of members and officials of the Council to discuss on the VAB. The Council had asked the stakeholders, general public and organisations to submit their views on the VAB.
Meanwhile, he said that this committee will look into the pending bills which are lying with the Governor Secretariat and the District Council Affairs department.
“The committee is also tasked with the job to examine the bills which was returned either by the Governor Secretariat or the DCA,” Syiem said. KHADC Deputy CEM said that the committee will initially focus on the VAB and Land Bill of the Council.
“The Executive Committee would want the committee to focus on the two bills n the first stage,” he added.
